to reach out to the obama administration, that that camp is interested in a peace offering even if the economy is in free fall. it might be convinced that its own survival is intrinsically linked with a conflict with the united states. so even if he's reaching out and he has an intended message of one, it's unclear if that message is going to be received. in the middle east the idea of winning and losing is a little different. there's a much longer historical perspective. the muslim brotherhood, for example, doesn't see this election by morsi or other muslim brotherhood gains as a victory. it's a step on the road to establishing a world as it existed before the collapse of the caliphate, before the disaster as it sees it of all the world war i agreements. so it's about winning battles as opposed to winning a decisive war that's going to have a decisive peace. >> richard, you're optimistic this might get through? >> i think i am -- >> i mean steve. >> i think richard is absolutely right. we don't know ultimately how they'll respond, and there's an awful lot about khomeini we don'

immediately. the terror threat in north africa is a growing concern for the obama administration. one that is opening up an incredibly divisive debate about what the united states should do. pentagon correspondent chris lawrence is "outfront." hillary clinton says it's risky to ignore this rising threat. >> benghazi did not happen in a vacuum. instability in mali has created an expanding safe haven for terrorists. >> reporter: and the defense secretary sounds like a man ready to go on offense. >> we've got to go after al qaeda, wherever the hell they're at. and yes, in mali if necessary. >> reporter: but the white house is not embracing the same tough talk. >> we are working with france and support their effort in mali, and believe that the goal of preventing terrorists' safe haven is an important one. >> reporter: in public, the administration swings from forceful to tentative. a senior u.s. official said the defense secretary's tough talk is classic panetta. "he's letting the french know we've got their back in the offensive against al qaeda." u.s. military planes recently started l

-style push to get those stiff gun measures passed, that you just talked about. the obama administration has sort of taken this tactic in the past, during the payroll tax cut fight, during the student loan fight, really circumventing congress and trying to build a ground swell of support among the people, to pressure congress to get what it wants to get done passed. so in this case, that is the stiffer gun law. so you're going to see vice president biden out today, holding that roundtable, talking about gun legislation. he'll be joined by his cabinet secretaries as well as a democratic senator, tim kaine, to really try to talk to the people about why he thinks this for gun legislation is a good idea. but, of course, as you just mapped out, there is a lot of opposition to this, particularly in states like virginia. so they're hoping to get moderates on their side, so that when this really does go to a fight, they will have the votes in the end. senior administration officials tell me, privately, they think that there is a lot of support for universal background checks and for limiting high-ca

little improvement. what is the obama administration or transportation department have to say about this? >> well, you know, this was the first project under this high-speed rail initiative that was completed. and when it was completed, ray lahood, the transportation secretary, was out there just praising that, again, that it came in on budget, came in on time. he said it will move more goods more efficiently, create jobs for the economy up in vermont. and it did increase speeds just a little bit. but it did increase speeds. nothing was said about the fact that this is not high-speed rail. >> you say even more money is going to vermont for high-speed rail. why is more money being spent on the project? >> well, they're still working on this same line. basically another $8 million is going to be spent improving the track on this very train route from what is now the end of the line up to canada. eventually they want to reconnect montreal to this line, thinking that somehow or another, that is going to increase the travel along this line. but again, vermont says, you will never have the hig
